Terrence earned a BA degree from the University of Kwa-Zulu Natal. As a student, he was active in the South African Student Congress and served on his university’s Students’ Representative Council.
He worked with the South African Municipal Workers’ Union (SAMWU) at Msunduzi Municipality, rising through leadership roles—from shop steward to national executive committee member.
He also served as the Secretary General of the South African National Civic Organisation (SANCO).
As a Member of the National Assembly, he wad appointed on 4 May 2017 as an ANC MP. He served until 2024.
In Parliament, he worked on the Committee on Auditor-General, the Portfolio Committee on Transport, and later the Portfolio Committee on International Relations and Cooperation.
In October 2020, whilst serving as an ANC MP, he vocally criticized the underrepresentation of South African women on African Union Commission nomination lists.
