PROFESSIONAL CAREER
Abdou Samb is the visionary founder and President of FRS Consulting, a firm he established in 2011. Headquartered in France, FRS has a global presence in Europe and Africa. In this role, he is an internationally recognized expert in raising public funds from foreign direct investors for large-scale public and private infrastructure projects.
His illustrious career began when he was head-hunted to lead the digital transformation of major French public enterprises, Électricité de France (EDF) and Société nationale des chemins de fer français (SNCF). He then transitioned to the private sector, establishing the IT, Telecoms, and Risk department at the French consulting firm, Lowendalmasai.
His expertise led to his appointment as a leading expert for the European Union, where he cham-pioned policy recommendations for Europe-Africa cooperation, work that was integral to the EU’s Digital4Development initiative. He is also an accredited official European Union and French Government lobbyist (Public Affairs Specialist), advocating for client interests before the European Parliament and the French Senate.
Furthermore, he has played a pivotal role in implementing the European “Blending” finance strategy. In 2020, Abdou was recruited by the French Navy as a reserve officer attached to the Center for Strategic Studies and Research. An experience during which he was able to fully grasp geostrategic issues. Concurrently, he serves as the Chairperson of the Abdou Samb Foundation, a non-profit organization dedicated to Africa’s regeneration as well as Senior Advisor for fundraising to the G20’s civil society engagement group.
